The agency was operational in Adelaide by December 1944 when the Commonwealth Reconstruction Training Scheme Industrial Committees were set up (1). By February 1946 the agency had expanded to include:
Reestablishment Division, located at 254 North Terrace Adelaide;
Secondary Industries Division, located at Pirie St Adelaide;
War Service Land Settlement Division, located at Gawler Place
Adelaide;
Demoblisation Disposal Centre, located at North Terrace, Adelaide

By November 1947 the Rural Training Division located at Wingfield was added. In August 1948 the Division of Industrial Development (apparently the core of the Ministry established in 1944) was located at Pirie Street, Adelaide.
By August 1949 the Rehabilitation Branch and the Outpatient Centre were located in Gawler Place (2).
The functions of the Ministry were taken up by the Repatriation Department, and the Department of Labour and National Service in 1950.
