The Department of Industry and Commerce [II] was created on 7 May 1982 (Commonwealth of Australia Gazette, No S94, 7 May 1982).
The Department was responsible for manufacturing and tertiary industries, adjustment assistance to industry, small business and shipbuilding which were inherited from the Department of Industry and Commerce [I] (CA 1956); for duties for custom and excise and bounties on the production or export of goods inherited from the Department of Business and Consumer Affairs (CA 1951); and for relations with the building industry and housing policy generally (except welfare housing) from the Department of Housing and Construction [II] (CA 2747).
At the time of its creation the Department of Industry and Commerce [II] administered the following enactments:

Under the Administrative Arrangements of 11 March 1983, the Department of Industry and Commerce [II] inherited two major
functions from other departments: the Industries Assistance
Commission from the Department of Administrative Services [II] (CA 1964); responsibility for regional development from the Department of National Development and Energy (CA 2979). In connection with these functions the Department became responsible for the following legislation:
. Albury-Wodonga Development Act 1973
. Albury-Wodonga (Financial Assistance) Act 1973
. Cities Commission (Repeal) Act 1975
. Growth Centres (Financial Assistance) Act 1973
. Industries Assistance Commission Act 1973
. Land Commissions (Financial Assistance) Act 1973
. Tasmania Agreement (Launceston Precision Tool Annexe) Act 1980
. Urban and Regional Development (Financial Assistance) Act 1974,
except to the extent administered by the Minister for Home Affairs
and Environment.
The Department also inherited responsibility for administering the Australian Industry Development Corporation Act 1970 from the Department of the Treasury (CA 2142) and passed responsibility for the building industry function to the newly created Department of Housing and Construction [III] (CA 3495).
It also lost the tourism function including administration of the Australian Tourist Commission Act to the Department of Sport, Recreation and Tourism (CA 3498) at this time. The Department became responsible for the following new enactments:
. Bounty (Berry Fruits) Act 1982
. Customs Tariff Act 1982.
On July 1983, the Bounty (Room Air Conditioners) Act 1983 was added to the list of acts administered by Industry and Commerce [II] and in the Administrative Arrangements Orders of 1 March 1984 a further four new enactments were added, as follows:
. Bounty (High Alloy Steel Products) Act 1983
. Bounty (Tractor Cabs) Act 1983
. Customs and Excise Amendment Act 1983
. Steel Industry Authority Act 1983.
In the Administrative Arrangements Orders of 2 July 1983, the
following new enanctments were added to the list of acts administered by the Minister of Industry and Commerce:
. Advance Australian Logo Protection Act 1984
. Bass Strait Freight Adjustment Levy Collection Act 1984.
In the administrative changes of 13 December 1984, (notified in Commonwealth Gazette, No S250, 13 December 1984) the Department of Industry and Commerce [II] was renamed the Department of Industry, Technology and Commerce (CA 4132). The new Department inherited most of the functions of the Department of Industry and Commerce [II] (CA 3256); some responsibility for offsets from the Department of Defence Support (CA 3254) and the function of technology and industrial research and development from the Department of Science and Technology (CA 3069). The regional development function of the Department of Industry and Commerce [II] passed to the Department of Local Government and Administrative Services (CA 4137).
