When the Department of Housing and Construction I was formed in November 1973 the former Director-General of Works, Mr A.S. Reiher, became Secretary to the Department of Housing and Construction I and Director General of Works. The Central Office of the new Department was established in Canberra (CA 1543), formed around the nucleus of the Central Office of the former Department of Housing. A Head Office was maintained in Melbourne, formed from the Central Office of the former Department of Works III .
In the February 1975 edition of the Australian Government Directory the Melbourne Office was referred to as 'Operational Headquarters' and the Canberra Office as 'Policy Headquarters'. Also according to the February 1975 edition, the following were located at Operational Headquarters in Melbourne:

Engineering Division
Architects Division
Management Division
Building Technology and Sociology Division (part)
while the following were located at Policy Headquarters in Canberra: Development Division
Industry Resources Division
Housing Assistance Division

Further research is required to determine which components moved from Melbourne (former Central Office Department of Works III ) to the Policy Headquarters of the Department of Housing and Construction I in Canberra.
On 22 December 1975, the Department of Housing and Construction I was abolished, the works functions passing to the newly created Department of Construction (CA 1952).
