The International Air Services Commission was established under Section 6 (1) of the International Air Services Commission Act 1992 on 1 July 1992.
The object of the Act (Section 3) is to enhance international air services by fostering:
(a) greater economic efficiency in the airline industry, and
increased competition between Australian carriers;
(b) increased responsiveness by airlines to the needs of
consumers, including an increased range of choices and benefits;
(c) Australian tourism and trade; and
(d) the maintenance of Australian carriers capable of competing
effectively with airlines of foreign countries.
Under Section 39 of the Act, the Commission is to consist of the following members:
(a) a chairperson
(b) 2 other members
The members of the Commission are to be appointed by the Governor- General; may be appointed on a full-time or a part-time basis; and hold office on terms and conditions (if any), in respect of matters not provided for by the Act, as the Minister determines (Section 40 (1) to (3) inclusive).
Under Section 53 (1) of the Act, the Commission must, as soon as practicable after the end of each financial year, prepare and give to the Minister a report of its operations during the financial year.
On 30 June 1992, the Minister for Transport and Communications, Senator Bob Collins, announced the following appointments to the Commission:
Chairman: Mr Stuart Fowler, former Managing Director and Chief
Executive of Westpac;
Member: Professor Brian Johns, Deputy Chairman of the Trade
Practices Commission; and
Member: Mr Russell Miller, partner with the law firm, Sly and
Weigall.
Senator Collins said: 'I believe the combined skills of the
Commission members will provide the appropriate mix required to make determinations on the allocation of international aviation air service rights and entitlements'.
The Executive Officer on 1 July 1992 was Mr Tony Slatyer.
As at 6 March 1998, membership of the Commission comprised:
Chair: Mr Jim Bain, former Senior Partner of the stockbrokers
Bain & Company and former Chairman of the Australian
Associated Stock Exchanges
Member: Mr Russell Miller, partner in the Australian based Asia
Pacific legal firm of Deacons Graham & James and a member
of the Corporation & Securities Panel
Member: Dr Michael Lawriwsky, a Director of ANZ Securities
