This series comprises all entries submitted in the initial stage of the Parliament House Design Competition. The unsuccessful entries and the ten winning entries are maintained as separate sets within the series. Each entry is composed of two formats, reports and plans. The reports are controlled by a consecutive single number assigned upon their receipt. This number also serves as the sole identifier of the plans linking them to the relevant reports. The reports provide design details, specifications and explain the design concept. The plans complement the report with various elevations, working or graphic site plans and building floor plans.

The report provides details of the design, background to the design concept and related specifications, complementing and referring to the plans. The reports are bound A4 size and the majority have white, plain soft covers, Report covers, particularly those of the ten winning entries have one to two red, green or blue spots, placed there by assessors as part of the selection process. However, they were not used consistently and their significance is now hard to establish. The contents comprise typed text with colour plate or black and white photographs, sketches and plans.
The reports were submitted in four copies, however in some cases only one or two copies remain in the series. Consecutive single numbers were allocated by the Parliament House Construction
Authority upon receipt of the entries. This five digit number is printed on a label on the cover of each copy of a report. These numbers were retained as the system of control for the ten winning entries following selection. The initial copy was also assigned a second label denoting the entrants' or company's name, address and an identical single number given in three digits with a "P" prefix which signifies Parliament House Construction Authority,
distinguishing related computer data from that of the National Capital Development Corporation.
The number system contains the following anomaly, number 248 was entered in two parts and consquently entered twice (N0320). There is therefore only 328 entries
The initial five digit number also serves as the sole identifier of the plans, linking them to the report, with the number given on labels or printed on the plan itself. A maximum of ten plans were submitted by each entrant consisting of various site or building elevations, working or graphic site plans and building floor plans. Some landscaping details are also provided. The plans are printed both in colour or black and white on various forms of cardboard and paper.
The date of creation or submission of the entries is not apparent from the record however, for the first stage of the competition submissions were accepted during 1979.
