This series consists of three volumes titled, `Progress Report Books`. These volumes contain the same information, documenting outstanding agenda items before the council and noting progress taken on each subject by the council. Australian Archives has imposed a single number system. Item [1] is a prototype version of item [2], containing typed entries for 1925-1926 and pencilled notes for 1927 action. Item [2] is a fully typed version for the 1925-1927 period with index markers and dividers for each subject. Item [3] is a typed copy of item [2], without the index markers and dividers.

Item [1] is a brown leather bound `kalamazoo` loose leaf account book, 26 x 22 x 3.5cm. The front page is red patterned. Statutory Rules 1923, No. 159 is stuck in the next page. The book concerns questions before the Council of Defence. Eleven tags are stuck on pages throughout the book to stick out and mark places, with cardboard in between. On one side each subject page is headed `Progress`, the other side with `action taken`. The date range is from December 1925 to May 1926, with pencilled additions covering action taken up to May 1927.
The other two volumes (items [2] & [3]) are `klipto Patent
Renewable Leaf Books` binders. They both contain the same reports, the second one without marker tags. The first one has a grey cloth cover, with wood binding on the left hand side. There is a fastener on the right side with a cloth tab securing both covers. The volume measures 36 x 23 x 4cm. A blue cardboard protector is inside. No. 1 - 11 tags are stuck down the pages for markers. The first page is labelled `Council of Defence index`. One side of each page
throughout the book is headed `Progress`, and the other side `action taken`. The date range is December 1925 to May 1927.
Clearly, item [1] is a prototype version of item [2] and item [3] is a dividerless copy of item [2].
