Series note

Function and purpose

This was the main correspondence series for the Department of Human Services and Health (CA 7853).

The subjects covered by the files include: health insurance, hospitals and nursing homes, medical benefits, medical services, National Health and Medical Research Council, public health, quarantine matters including animal and plant quarantine, therapeutic goods and drug abuse. The series also contains files on subjects that document former functions of the Department of Health including child care matters and recreation matters.

During the period December 1972 to December 1975, the Department of Social Security was responsible for health insurance schemes and up to 16,000 files from this series were transferred to the Department of Social Security between 1972 and 1974. Files relating to health insurance schemes were returned to the Department of Health when the function ceased to be the responsibility of Social Security.

In 1982, files relating to narcotics and psychotropic drugs which had been transferred to the Department of Health by the Australian Federal Police were incorporated in this series. Earlier, in 1980, a number of Narcotics Bureau files on these subjects were top-numbered into the series from the Department of Business and Consumer Affairs Special Service Branch (CRS A3291).

On 1 July 1994, the following functions were transferred from the Department of Human Services and Health to the Health Insurance Commission (CA 1904):

  • Pathology Laboratory Accreditation
  • Pathology Laboratory Licensing Collection Centres
  • Vocational Registration Appeals Committee
  • Medicare Benefits (Dental Practitioners) Appeals Committee
  • Cleft Lip and Cleft Palate Scheme
  • Specialist Recognition Appeals Committee
  • Medical/Medicare Benefits Advisory Committee
  • Optometrical Undertakings

Records documenting the above functions were transferred to the Health Insurance Commission by 30 November 1994. The files cover the date range 1975 to 1994. Copies of relevant record control cards and disposal schedules were also transferred.

The Department of Human Services and Health, Central Office provided a registry function for the Department of Housing and Regional Development, Central Office (DHRD) from 1994 to 1996. Consequently, files received by DHRD, upon its inception, from other departments were top numbered into series A1851. In addition, any new files for DHRD were created within this series.

The function of the industry aspects of housing was inherited by the Department of Industry, Science and Tourism following the abolishment of DHRD. Files created in this series documenting the housing industry are consequently now controlled by the Department of Industry, Science and Tourism.

In August 1996 the Department of Health and Family Services transferred some records to the following departments:

  • Department of Social Security
  • Department of Environment, Sport & Territories
  • Department of Industry, Science & Technology and
  • Department of Transport.

Consignments A1851/85, A1851/105, A1851/117, A1851/118, A1851/160 and A1851/175 were permanently withdrawn by the agency on 25 May 2005.

Consignmnets A1851/100, 0.54m, and A1851/101, 1.8m, were withdrawn to the agency on 11/4/2019.

A1851/163,1.08m, was withdrawn to the agency 5/7/2019.

Consignment A1851/158 was withdrawn permanently by the Department of Health [II], Central Office for sentencing purposes of temporary records on the 18th June 2019.
