Function and purpose
This series consists of a single item – a standard
government-issue notepad which is titled (in red dynotape) ‘L.J.Bolger. Submission No Register.
Whitlam Government’ However,
despite its title, it is apparent that the item is not a register but has been
created and used as quick reference index showing the file number in series
A5931 for each submission in series A5915.
(That is, it replicates information that is in the register A5914 but provides
much quicker and easier access to this information than having to look up the
cumbersome register volumes.)
The style is very informal.
There are no headings; each page is roughly divided into two columns and
each of the columns has handwritten entries linking submission number to file
number – for example: ’14 – CL36’
There is a red cardboard insert in the notebook at a point
corresponding to the separation of the entries in the two volumes of the
register of submissions (A5914) - that is, separating First Whitlam ministry
(Volume 1) from Second Whitlam ministry (Volume 2)
There is also a secondary index (after a blue cardboard
insert) consisting of a single page with only 12 entries giving reference to an
LC number. It is not immediately apparent
what these entries refer to; could be Legislation Committee but more likely
they refer to Fraser government submissions and file series (with LC prefix)
