Eric John Carl Stopp was educated at Pulteney Grammar School and St Peters' College, Adelaide. From 14 February 1914 he was a 2nd Lieutenant in the 78th Infantry the Adelaide Rifles. After the First World War in 1918 Stopp became Aide-de-Camp and Private Secretary to the Governor of Tasmania. Stopp retired from the Army on 11 April 1923 retaining his rank and from 1923 to 1924 was Aide-de-Camp and Private Secretary to the Administrator of Tasmania.
On 1 February 1927 Stopp was appointed Private Secretary to Major General Sellheim, the Administrator and Chief Magistrate of Norfolk Island. He held this post to 1 August 1935 when he became Official Secretary to the Administrator. In 1933 Stopp was gazetted as Inspector of Plants and Fruit and, during the absence of the Administrator for a period in 1938 starting on 6 April, he acted as Deputy Administrator. Who's Who 1955, states that he held this position to 1941 and in 1942 became Assistant Director of the Civil Defence in Tasmania until 1944 when he was Official Secretary to the Governor of Tasmania.
Stopp appears in Who's Who in Australia in 1955 but there is no entry for 1959, it is to be supposed that he died between these dates.
