Colonel Edwin Thomas Leane was appointed Administrator and Chief Magistrate of Norfolk Island on 1 July 1924. He encouraged
afforestation, improved methods of agriculture and established favourable markets for the Island. However, his personal popularity was low, his wife interferred in official matters and there was much petty strife.
In 1926 a Royal Commission into Norfolk Island Affairs (CA 2304) was called and Francis Whysall was appointed Commissioner. He concluded his report by recommending the immediate withdrawal of Col Leane as Administrator, Mr Michael Vincent Murphy (CP 188) acted as Administrator until the appointment of General Victor C M Sellheim in 1927.
