James Anthony Mulvihill was educated at De la Salle College NSW. He served in the NSW Railways Department in several grades. In 1957 he was elected Assistant Secretary of the NSW Branch of the Australian Labor Party. He was active in the Australian Railways Union and was Trustee for the NSW Branch. He was a member of the NSW Trades and Labor Council Committees on Social Services and Migration. He was Vice Chairman of the Industrial Relations and Immigration Committee of the Federal Labor Party.
In 1964 he was elected to the Senate for New South Wales, his term beginning on 1 July 1965. He was elected as a member of Mr Whitlam's Shadow Cabinet in January 1976, with the portfolio of Environment.
