Australian National Training Authority (ANTA) is a statutory authority established by the Australian National Training Authority Act 1992 and became operational on 1 January 1994. The agency was established out of an agreement (known as the ANTA Agreement) by Heads Of Government to develop a national system of vocational education and training in cooperation with State and Territory governments, the Commonwealth government and industry.
The Australian National Training Authority Act 1992 was passed through parliament unopposed and received royal assent on 21/12/92.
It made provision for the establishment of ANTA which was to come into effect on 1/1/1994 but also made provision for transitional arrangements, including the provision of an ANTA Board, which was determined by the Ministerial Council on 1 September 1992. In late 1992, a Planning Group was established and the recruitment of staff commenced. The person who lead that group was appointed on 24/11/92 (just after the bill passed through parliament); other staff commenced in early January 1993.
Functions and activities
The Australian National Training Authority (ANTA) exists to support the Ministerial Council in all of its functions and is responsible for the development of, and advice on, national policy, goals and objectives. The Australian National Training Authority (ANTA) is responsible for providing advice to Ministerial Council on State/Territory Annual Vocational Educational and Training Plans for endorsement by Ministerial Council. The Australian National Training Authority (ANTA) is also responsible for the administration of national programs and Commonwealth funding of the National Vocational Education and Training system.
