On 12 April 1989 the Minister for Employment, Education and Training announced in his statement "Improving Australia's Training Systems" a government agenda for the reform of the recognition of overseas skills and the establishment of the National Office of Overseas Skills Recognition (NOOSR).
NOOSR subsumes the Council on Overseas Professional Qualifications [CA 4487].
NOOSR was established on 26 July 1989 within the Department to pursue and facilitate the implementation of the overall overseas skills recognition strategy.
On 3 November 1989 the National Advisory Committee on Skills Recognition was established to complement NOOSR and to advise the Minister on matters relating to the recognition of overseas skills in the context of the Government's reform strategy.
