The CES network is divided into 30 geographic zones across Australia, thus requiring greater management decentralisation. The network consists of Zone Offices, Job Centres, Branch Offices and Agencies. The aim is to provide CES managers with the flexibility to respond to local needs and requirements, and the scope to establish local priorities and objectives.
The aim of the CES is to increase the employability of jobseekers in general, providing counselling and support services for special groups, including Aboriginals, disabled persons and migrants.
The Zone Manager is responsible for developing and improving the performance of the CES offices within the Zone. This includes the planning and allocation of finance and staff, setting objectives and priorities and monitoring the performance of the Offices.
Zone offices provide administrative support and training within the Zone. In addition, the office undertakes employment and vocational counselling, provides an occupational psychology service and monitors and reports on CYSS and CEP projects.
The Department of Employment, Education and Training underwent a major restructuring program in 1990 resulting in the introduction of Area Management Control replacing the Zone Management style.
In the same year the Corporate Services Review (CSR) Agreement for the Department became effective. This agreement involved the devolution of corporate service type functions to Area Managements. This devolution involved the gradual transfer of functions including recruitment and selections, accounts and staff training.
