On 1 December 1973, by agreement with the South Australian State Government, the Federal Government assumed responsibility for the policy and co-ordination of Aboriginal Affairs in South Australia. Prior to this date, these functions had been carried out by the Aboriginal Resources Division of the State Department for Community Welfare. The staff of this Division were transferred to the Federal Government of Aboriginal Affairs.
 
The State Government however, continued to be responsible for the management and control of Aboriginal reserves. Welfare, health and educational services also continued to be provided by the State Government.
 
The function of the Department of Aboriginal Affairs is, therefore, limited to provide consultative, planning and advisory services in relation to the economic, social and cultural developments of the Aboriginal people. The funds for the programs for such services are provided by the Department and implemented by various aboriginal organisations as well as State and Commonwealth authorities.
 
The Department of Aboriginal Affairs in South Australia consists of a State Regional Office in Adelaide and three area offices at Adelaide, Ceduna and Port Augusta.
 
The Port Augusta Area Office was opened in 1975 and serves the lower north and far west coast of the State (ie Eyre Peninsula). The first area Officer was Mr Gerry Tilmouth.
 
The area Officer helps to assess the needs and priorities of the Aboriginal Communities living in his area. These assessments are achieved through consultations with Aborigines as well as through various conferences held throughout the year.
