In 1973 the National Training Council was reconstituted from the National Steering Committee on Training for Industry and Commerce to advise the Minister on policy relating to industrial amd commercial training. The Council was composed of a Chairman (P.J. Derham), a Secretary, Appointees of the Minister (B.P. Sloan, E.K. Stewart, D.F. Swonnell) and representatives from each of the following groups:
(i) Trade Unions (J.W. Coleman; C.O. Dolan)
(ii) Employers (D.G. Fowler; G. Polities)
(iii) State Labour Departments (T.J. Kearney)
(iv) State Education Departments (W.J. Paterson)
(v) Commonwealth Department of Education (E. Pickering)
(vi) Commonwealth Department of Labour (Dr. I.G. Sharp)
The Council advised the Minister on the development, operation and promotion of labour force training policies, priorities and
programs. In its efforts to improve training at all occupational levels and in all sections of industry and commerce, the Council sought the close co-operation of government, employer, trade union, technical and further education and other appropriate organisations. It also sponsored research projects and training research grants.
By 1985 the Council was assisted by an Executive and the following Standing Committees: Industry Training Standing Committee; Small Business Management Development Standing Committee; Standing
Committee on Training for Advanced Technology; Training Development Standing Committee; and Training Review Standing Committee.
In May 1986 the Minister for Employment and Industrial Relations announced that a new body would be set up to advise the government on employment and training programs, to replace a host of existing bodies, including the National Training Council. The Australian Council for Employment and Training was duly established on 1 November 1986.
