The Commonwealth Tinplate Board was established under the National Security (Tinplate Control) Regulations on 26 August 1941 (Commonwealth of Australia, Gazette No 170, 26 August 1941, p 1891).
The Board was responsible for advising the Minister upon all matters connected with the importation, supply, distribution, purchase, sale, use, consumption, exportation or conservation of tinplate and for taking such action on these and other matters relating to tinplate as the Minister directed.
The members of the Board were appointed by the Minister and consisted of the Chairman and six other members. The Board also had an Executive officer who was an officer of the Department of Supply and Development [I] (CA 33) to October 1942 then the Department of Supply and Shipping (CA 47).
The Executive Officer J F Foot was appointed on 27 August 1941 (Commonwealth of Australia, Gazette No 171, 27 August 1941, p 1895) and the Board members were appointed on the same day. They were: D J Pilmer (Chairman), C Massey, A W Fairley, S W Gadsden, E J Bowater,
F B Spencer, R P Allen (Commonwealth of Australia, Gazette No 172, 27 August, p 1897).
In 1943 the Board was enlarged and renamed the Commonwealth Canning and Tinplate Board; its functions were expanded to include all matters relating to the production of canned goods. The Executive Officer became the Executive Member and a Secretary to the Board was appointed. It appears from the records of the Board that in December 1946 it voluntarily ceased to function as it was assumed that users of tinplate could best look after their own interests. However a world wide shortage of tinplate proved that independent Australian buyers were at a disadvantage and some time between 1946 and 1948 the Commonwealth Tinplate Advisory Committee was formed which operated in a similar fashion to the Board.
