On 10 July 1919 the creation of ten new positions within the
Sub-Treasury, New South Wales was announced in the Commonwealth Gazette (No. 85 of 10 July 1919, p. 1133). The senior position of those created was that of Accountant, 2nd Class, Clerical Division and the first occupant was Mr R.W. Hamilton, who was promoted to this position on 1 July 1919 (Commonwealth Gazette, No. 85 of 10 July 1919, p. 1133). The Sub-Treasury, New South Wales was not mentioned in Federal Guides until May 1921.
The Commonwealth had made arrangements prior to 1919 for the
appointment of a Commonwealth Sub-Treasury Accountant and a Paymaster in New South Wales. Arrangements appear to have been made with the State Government to undertake these functions on behalf of the Commonwealth.
On 28 August 1902, the Permanent Head of the State Treasury Department was appointed as a certifying officer for accounts for expenditure in respect of services rendered to the Commonwealth by officers of the Commonwealth Sub-Treasury, Deputy Auditor-General and the State Audit Department (Commonwealth Gazette, No. 42 of 29 Aug. 1902, p. 467). On 14 February 1906, Treasury Regulations, Statutory Rules 1906, No. 19 Sections 108-127 made provision for the establishment of a Sub-Treasury in New South Wales in which there was to be a Sub-Treasury Accountant and a Sub-Treasury paymaster.
Treasury Circular No. 1974/11 of 24 July 1974 notified that a change of name had been approved for the Commonwealth Sub-Treasuries. They were to be known as "Office of the Australian Treasury (City)." The circular went on to say:
"While the change of title will apply in general usage, the term
'Sub-Treasury' will be retained within the Treasury Regulations and
Directions. The offices .... are, and will remain, Sub-Treasuries
for the purposes of the Regulations and Direction."
The Department of the Treasury [I] was abolished on 7 December 1976.
The Department was replaced by the Departments of Finance (CA 2140) and Treasury [II] (CA 2141). The functions carried out by the
Sub-Treasury, New South Wales became the responsibility of the Accounting Office, Department of Finance, Sydney (CA 2345).Historical agency address
