The series reflects and records much of the work carried out by the Office for the Good Neighbour Council, e.g. liaison with and
submissions to State and Commonwealth Government departments, liaison with Good Neighbour Councils in other States, planning for special projects such as a seminar on mental health and employment, other issues relating to migrants such as interpreter services, community and migrant education, ethnic festivals, relief appeals, volunteer recruitment and training programme, research reports; maintaining contact with branches, zones, country representativesand affiliated organisations including membership approvals;
development of ethnic and community resources.
The series also includes staff recruitment files and personal files of staff members. Some of the latter contain details of work programmes and periodic reports to the Director in addition to personal details. It is understood that the Office filing system was completely re-organised in June or July 1977, hence the commencing date for the series. This may have been the occasion for the destruction of earlier files or such disposal may have occurred with the changeover of executive officers in 1970, 1971, 1972, 1973 and 1977. Some files from a previous two number series were top-numbered into this series. The re-organisation in 1977 also involved consolidation of files, in particular, those of former staff members. Evidence for the
consolidation and former two number system is in C.1.20 "Former Staff" but no separate files in the two number system are known to exist. File numbers in the present series were allocated from a "master-key" or authorised list of subjects and entered on a list of file
titles. An alphabetical prefix from A to F for : Council,Projects, Staff, Membership, Working files, Finance, is the primary element in the registration. This is followed by a single number arrangement for subject headings. The third number is that of the individual file given consecutively within each subject. This latter arrangement was varied for files under Membership having prefixes D1 and D2. Instead of a tertiary number, they were given an alphabetical suffix e.g. D.1.A., D.2.S, and arranged in strict alphabetical order. Three unregistered files are included in the series. Two contain material which appears to have been collected randomly into folders labelled "Information of Historical Interest". The third is labelled "Correspondence on moving from 32 Market Street to new premises at 575 Elizabeth Street, 1971", but contains also miscellaneous reports and correspondence from c.1960 and stocktaking lists from 1952. It contains photographs of 575 Elizabeth Street, front and rear views.  There are several different coloured file covers, black, yellow, red, buff, blue etc. File numbers and titles are typed on labels on the bottom right hand corner. The contents are attached to the file covers withlight weight cords.
The closing of the office on 30 June 1979 was foreshadowed in the Minutes of the Council of 8 November 1978. The Executive Officer of  the Council at the time of its disbanding continued to serve the winding-down committee appointed by the Quarterly Meeting of 28 June 1979, in order to conclude the Council's business. These functions are included in theseries and the contents date range reflects this.
