This series consists of thirty-eight brown visidex folders with blue  spine labels bearing the title: 'Second Gorton Ministry - Cabinet Submissions', together with volume number and range of submission numbers. Each folder contains submissions arranged in numerical order with the related decision, and in some cases, covering minutes for submissions withdrawn or dealt with outside Cabinet.

As for previous Liberal Government ministries, submissions were considered by either the Ministry, inner Cabinet or Cabinet Committee. Decisions made  by the Ministry bear the suffix 'Min', those in Cabinet show the decision number only and those by committees bear the appropriate letter symbol suffix, eg 'Leg' for Legislation.

The master register of submissions (CRS A5870) is arranged chronologically, however there does not appear to be any means of entry to this series by subject. A Ministerial register of submissions (which provided an approach by function) was not maintained at this period.

All submissions in this series, except those listed below, have been entered separately onto the item level database, ANGAM II, and each entry provides a cross reference to the associated decision(s) as at November 1998.
