Series note
The series consists of  files of correspondence relating to civilian personnel matters such as determinations, staffing at various depots and naval establishments and leave of absence approvals.

The records in this series were originally registered into the Navy Office general correspondence series with '201'infix (CRS B4883) which began in 1923. However in late 1926 the responsibility for civil personnel records was transferred to the Defence Central Registry. Consequently the registers, subject index and files relating to civilian  personnel were removed from the '201'series and most of the files were top-numbered into the Defence correspondence series (the '401' series, CRS A664).  The subject index cards were absorbed into CRS A4601, but the registers were retained by Navy Office (see B1131). Few 1923-1926 files are now extant.

In 1939, with the establishment of a separate Department of the Navy, the responsibility for civil personnel records returned to Navy Office, and a new run of files was begun, still with the '201' infix, but with primary numbers starting at 701/-. The remnant of the 1923-1926 files were amalgamateed with the new files. From that time the civil personnel files and their control records were maintained as a distinct group apart from the main correspondence series, and actioned by a Civil Staff Section within Navy Office central registry.

The files were transferred to Australian Archives in three accessions still separated from the main series of correspondence files. This arrangement has been retained, and the records and their control records have been registered as separate series in the CRS system (CRS B4881 and B1131, B1132, B1133 respectively). However the series is very closely related to the main series and should be used in conjunction with it.
