This series comprises files for students undertaking training in Victoria under the Commonwealth Reconstruction Training Scheme C.R.T.S. . The scheme provided the necessary training for ex-servicemen and women to enable them to become reestablished in suitable civilian occupations. It was administered under the Reestablishment and Employment Act 1945 and gave financial assistance to certain categories of honorably discharged members who were selected accordingto suitability and need.
The primary selection was made by the regional offices of CA49, Department of Post-War Reconstruction which then referred selected applicants to the Universities Commission (in the early stages to C.O. in Sydney, later to regional branches). Besides university careers diploma courses such as occupational therapy, nursing, midwifery, public administration, commerce, infant welfare, were open to applicants. In some cases vocational guidance was provided. The scheme started to operate on a limited scale inMarch 1944.
The Scheme allowed full or part-time study and paid all tuition and examination fees. It also provided a living and a dependants' allowance and allowance for the latter two only for full time students, and allowances for books, instruments and other essential equipment. The light brown University Commission or University Commission, Melbourne Branch office file covers give the file number; account number; "C.R.T.S."; course; institution in some cases ; name; address in some cases in the heading. The rest of the cover was used as a file movement record with a stamp for "Dead" files. A "Finance Sheet" giving details of all payments is attached inside the filecover.
The file contents include application and acceptance forms;
correspondence,payment and income tax assessment records.
