This series consists of printed and bound volumes of the minutes of the meetings of the Australian Loan Council as constituted under section 105A of the Commonwealth Constitution and Financial Agreement Act of 1928. The numbered volumes of Australian Loan Council Minutes are printed and bound in pink/cream coloured hard covers with, except for volume 1, the title 'Australian Loan Council Minutes' on the front cover and spine. Volumes 1-4 and volume 6 have the words 'Sub-Treasury Accountant, Melbourne' on the front cover, Volume 5 has the words 'Loans Officer' on the front cover. Each volume at the front contains:
a) A list of meetings, giving number of the Loan Council meeting,
location, period and pages where minutes and appendices begin.
b) An index of proceedings, arranged alphabetically by subject,
giving date of Loan Council meeting and page for each entry.
The list of meetings and the index is cumulative from volume to volume, ie the latest volume contains information for all preceding volumes. Pagination of the list and the index begins anew for each volume, but the pagination of the minutes themselves is continuous from volume to volume;
ie Volume 1 runs from p. 1 to p.227
Volume 2 runs from p.228 to p.379
Volume 3 runs from p.380 to p.490
Volume 4 runs from p.491 to p.627
Volume 5 runs from p.628 to p.733
Volume 6 runs from p.734 to p.992 and so on.
From Volume 2 to Volume 15, the minutes of each meeting are separated by tabs on the first page of each set, indicating the month and year of the meeting. From the 40th meeting, 21-22 April 1938 (Volume 6 p.772), each set of minutes is preceded by a 'Table of Contents' listing the subjects discussed in the order of numbered paragraphs of the minutes. From the second meeting the minutes are marked 'Strictly Confidential'.
The minutes begin with a statement of the number of the meeting, its date and location, and a list of the members of the Loan Council, as well as of any other people (such as Secretaries of Treasuries), who attended the meeting. The minutes relate to the co-ordination of Australian government borrowings and to the control of the expenditure of loan moneys in accordance with the provisions of the Financial Agreement Act of 1928 and subsequent amendments.
This series registration will be updated further upon receipt of a second consignment due for transfer during approx. April/May 1992.
