Function and purpose
This series was raised to deal with the general and policy matters
handled by the Department of the Prime Minister and Cabinet (CA 1401); which is
directly under the control of the Prime Minister.
Subjects covered vary considerably, reflecting the
coordinating function of the Department. Political, social, cultural, economic,
environmental, industrial and defence matters are all dealt with in this
series. Other aspects include the administration of the Commonwealth
Government, immigration, honours, international conferences and diplomatic
relations with other countries. As well as the management of Official
Establishments, being the Prime Minister’s residences, and the associated
trust.

Using the series
At various times, the responsibility of certain functions
such as education, cultural activities and the Australian High Commissioner’s
Office in London, has been transferred to other agencies and these
administrative arrangements are reflected by the transfer of control of
portions of the series to these agencies.
In the case of the portion passing to the control of the
Department of the Environment, Aborigines and the Arts (CA 1407), in 1971, file
covers have been replaced with those of the Department of the Environment,
Aborigines and the Arts, but original registration numbers maintained.
Post-1970 files, top-numbered into the annual single number system of the
Department of the Environment, Aborigines and the Arts have been assigned the
same number as that which each file had in CRS A463. Papers continued to be
added to pre-1971 files.
Throughout its short existence, any files required by the
Department of the Vice President of the Executive Council (CA 1402) were raised
in this series by the registry of the Department.
In December 1984, the records of the Office of Youth Affairs
(other than the Participation and Equity Program Branch) were transferred from
the Department of Education (CA 4134) to the Department of the Prime Minister
and Cabinet in their main correspondence files series CRS A463. Some
top-numbering into CRS A463 from two of the Office of Youth Affairs’ previous
series, CRS A1642 and CRS A6150, has taken place.
In March 1993 due to an administrative change within the
Department, the Office of Northern Development (OND) transferred its function
from the Department of the Prime Minister and Cabinet to the Department of Industry, Technology and
Regional Development (CA 7659). A quantity of files from CRS A463 was also
transferred with OND.
In April 1993 a number of files from CRS A463 were
transferred to the Department of Health, Housing, Local Government and
Community Services (CA 7660). The files were raised between 1990 and 1993.
In July 1993, the function belonging to the Major Projects
Facilitation Unit (MPU) of the Industries, Resources and Environment Division
was transferred to the Department of the Treasury (CA 2141). A quantity of
files in this series relating to administration and briefing, companies and
consultation went over with the MPU to the Department of the Treasury. The
files were raised in the years 1992 and 1993.
In August 1993, file 62/2573 from CRS A463 was transferred
to the National Gallery of Australia
(CA 3506).
In January 1994 a number of files from CRS A463 (due to a
change in functions) were transferred from the Department of the Prime Minister
and Cabinet to other government departments, they are:

83/1008- transferred to the Public Service Commission (CA
6667)
72/1681- transferred to Australian National Gallery (CA
3506)
745074 W/NGO 141 (6)- transferred to the Department of the
Arts and Administrative services (CA 7663)
73/1330 and 73/1663- transferred to the Department of the
Environment, Sport and Territories (CA 7661)
51/1718- transferred to the Department of Foreign Affairs
and Trade (CA 5987) and
71/203 to 72/951 (with gaps) transferred to Aboriginal and
Torres Strait Islander Commission (CA 7080).
In August 1994 files
72/12-72/50 were transferred to the Aboriginal and Torres Strait Islander
Commission (CA 7080) and in July 1995, a further three files, 94/3297, 35/38
and 95/3438 were transferred.
In July 1996 the Department advised that consignment numbers
A463/59, A463/71 and A463/84 contained records relating to the multicultural
function which had become the responsibility of the Department of Immigration
and Multicultural Affairs (CA 8243).
Similarly, the Department also advised that records of the
Office of the Chief Scientist contained in consignment A463/84 had become the
responsibility of the Department of Industry, Science and Tourism (CA 8247).
In 1997 the Honours and Awards function was transferred from
the Department of Administrative Services (CA 7871) to the Department of the
Prime Minister and Cabinet. Some Honours files have been included in the series
and have a prefix of HON.
In 1998 the Government Communications function (Office of
Government Information and Advertising- OGIA) and AUSPIC were transferred to
the Department of the Prime Minister and Cabinet.
In 2002 the Office of Indigenous Policy (OIP), Office of
Indigenous Affairs (OIA), and the Department of Reconciliation, Aboriginal and
Torres Strait Island Affairs (DORATSIA) was transferred to the Department of
Immigration, Indigenous and Multicultural Affairs (CA 8872).
In 2004 the Office of the Status of Women (OSW) was
transferred to the Department of Family and Community Services (CA 8615).
In 2007 Government Advertising and AUSPIC were transferred
to the Department of Finance and Deregulation (CA 9194).
In 2008 the Privacy and Freedom of Information function was
transferred to the Department of the Prime Minister and Cabinet from the
Attorney General’s Department (CA 5)
In 2008 the Climate Change Group and Emissions Trading
functions were transferred to the Department of Climate Change (CA 9189).
From 2004, inherited files were top-numbered into the
PM&C numbering pattern for ease of day-to-day business. The original file
number was retained on the file and in the recordkeeping
system for reference purposes.

Physical characteristics
System of arrangement and control
Part numbering in the 1980s and early 1990 was by a suffix
of 01, 02, etc. This may be separated from the main file numbers by a dash (-),
forwards slash (/), back slash (\), or space. From 1994, part numbers became
the next available number in the years they were created, and linked on the recordkeeping system with the information printed on
the file label.
Up to mid-late 1999, the number pattern was YY/XXXX where YY
was the last 2 digits of the year of creation (eg. 99) and X was the next
number allocated. Just prior to the year 2000, the numbering pattern changed to
YYYY/XXXX where YYYY was the year number in full (eg. 1999)
