Function and purpose
This series comprises the classified files relating to general and policy matters handled by the Department of Prime Minister and Cabinet. The subject matter varies as widely as that of counterpart unclassified files within CRS A463, Correspondence files, annual single number series. Subjects range from departmental and domestic matters to foreign affairs and reflect the functions of the Department in the political, cultural, economic, environmental, industrial and defence fields.

Using the series
In December 1984 the Office of Youth Affairs (other than the Participation and Equity Program Branch) was transferred from the Department of Education to the Department of the Prime Minister and Cabinet. From early 1985 onwards classified files were raised for the Office of Youth Affairs by the Department within the classified correspondence series.
Furthermore, some files from the Office of Youth Affairs have been top-numbered into CRS A1209. These files have come from the Office of Youth Affairs correspondence series CRS A1642, CRS A6149 and CRS A6150.
In April 1993 three files from this series (CRS A1209) were transferred to the Department of Health, House, Local Government and Community Services. The files were 93/12, 93/204 and 93/292. All three were confidential.
In July 1993, the function belonging to the Major Projects Facilitation Unit (MPU) of the Industries, Resources and Environment Division were transferred to the Department of Treasury. Files 92/5789 and 93/446 of this series went over with the MPU to the Department of Treasury.
In July 1996 the Department of the Prime Minister and Cabinet advised that consignment A1209/103, A1209/137 and A1209/144 contained records relating to the multicultural affairs function which had become the responsibility of the Department of Immigration and Multicultural Affairs (CA 8243).
Similarly, they advised that consignments A1209/144 contained records of the Office of the Chief Scientist. The responsibility for these records has been passed to the Department of Industry, Science and Tourism (CA 8247).
In 1998 the Government Communications function (Office of Government Information and Advertising- OGIA) and AUSPIC were transferred to the Department of the Prime Minister and Cabinet.
In 2002 the Office of Indigenous Policy (OIP), Office of Indigenous Affairs (OIA), and the Department of Reconciliation, Aboriginal and Torres Strait Island Affairs (DORATSIA) was transferred to the Department of Immigration, Indigenous and Multicultural Affairs (CA 8872).
In 2004 the Office of the Status of Women (OSW) was transferred to the Department of Family and Community Services (CA 8615).
In 2007 Government Advertising and AUSPIC were transferred to the Department of Finance and Deregulation (CA 9194).
In 2008 the Privacy and Freedom of Information function was transferred to the Department of the Prime Minister and Cabinet from the Attorney General’s Department (CA 5)
In 2008 the Climate Change Group and Emissions Trading functions were transferred to the Department of Climate Change (CA 9189).
From 2004, inherited files were top-numbered into the PM&C numbering pattern for ease of day-to-day business. The original file number was retained on the file and in the recordkeeping system for reference purposes.

System of arrangement and control
Part numbering in the 1980s and early 1990 was by a suffix of 01, 02, etc. This may be separated from the main file numbers by a dash (-), forwards slash (/), back slash (\), or space. From 1994, part numbers became the next available number in the years they were created, and linked on the recordkeeping system with the information printed on the file label.
Up to mid-late 1999, the number pattern was YY/XXXX where YY was the last 2 digits of the year of creation (eg. 99) and X was the next number allocated. Just prior to the year 2000, the numbering pattern changed to YYYY/XXXX where YYYY was the year number in full (eg. 1999)
