Descriptive note

This report has been commonly referred to as the Second Webb Report, and was previously held by the Department of External Affairs. Sir William Webb's report produced as part of the Commission of Inquiry into Japanese Atrocities (CA 3866), 1943-1944 became known as the First Webb Report.
