TITLE: Ms Pat O'SHANE, the first woman to head a government department in Australia, is the new Permanent Head of NSW Ministry of Aboriginal Affairs. Ms O'Shane, 40, graduated in law from the University of NSW in 1976 and became the first Aboriginal barrister to practice in Australia. In her $A46,000 a year post she will head an initial team of 20 and be responsible for implementing the recommendations in the NSW Select Committee on Aborigines' Report on Land Rights tabled in August 1980 and on general conditions, including education and housing, tabled in May 1981. She said: I believe bureaucracy should have a human face and I will be accessible to a group that is the most powerless in our society. I have tried to do my best to improve the general conditions of other people and, of course, my own children."
