The Department of Immigration, Local Government and Ethnic Affairs was established on 24 July 1987 as part of the re-organisation of Commonwealth Departments. It was one of the super-ministries formed from the amalgamation of the former Department of Immigration and Ethnic Affairs (CA 1955) with the local government and regional development elements of the Department of Local Government and Administrative Services (CA 4137). At its inception the Department was responsible for the following principal matters:
Migration, including refugees
Citizenship and aliens
Ethnic affairs
Post-arrival arrangements for migrants, other than migrant child
education
Matters relating to local government
Regional development
The Department was responsible for the following legislation:

Australian Institute of Multicultural Affairs Repeal Act 1986

taxation imposed in respect of the departure of persons from
Australia by sea Growth Centres (Financial Assistance) Act 1973
Immigration (Education) Act 1971, insofar as it relates to migrant
adult education
Immigration (Guardianship of Children)Act 1946
Lands Commissions (Financial Assistance)Act 1973

In September 1987 the administration of the Department's functions was organised into the following Divisions:
Executive Secretariat
Visitor Entry and Citizenship
Migration
Ethnic Affairs
Local Government and Regional Development
Corporate Management.
There was also a committee to advise on Australia's immigration policies.
In the Administrative Arrangements Order of 31 January 1992 (Commonwealth of Australia Gazette No.S 37, 5 February 1992) the Immigration (Education) Act 1971, insofar as it relates to migrant adult education appeared as simply the Immigration (Education) Act 1971. A new enactment also appeared:
Migration (Health Services) Charge Act 1991.
The Department of Immigration, Local Government and Ethnic Affairs was abolished on 24 March 1993, pursuant to the Administrative Arrangements Order of that date. The function of local government passed to the new Department of Health, Housing, Local Government and Community Services (CA 7660). The function of regional development passed to the new Department of Industry, Technology and Regional Development (CA 7659). The remaining functions passed to the new Department of Immigration and Ethnic Affairs [II] (CA 7662).
